Does anyone know what kind of holder this is and what it would be used for?

Is it like a holder for lino cutting, well I think it's called Lino cutting, it looks like a tool fits in the end, but could be way off the mark here Sheila  :)

That's what it looks like to me too - a handle for Lino-cutting or wood-cutting blades for printmaking.

okay - it came in one of the nib lots I bought - along with a A.W. Faber  Balance 425 straight holder and another no name straight holder with a tip like I have never seen and 3 crow quill holders.

That's what it is, and rather a good one, too.  William Mitchell still make a full range of cutters.

If you'd care to post a photo of the strange tip in the straight holder ...

Strange indeed.  Does the ferrule slide? - it looks like a simple chuck for some sort of flat tool which will tighten if the ferrule is pushed forwards.

What it's for ... no idea, alas.  Jolly useful I should think!

I love that I learn something everyday.   Probably won't use these but it is good to know what they are used for.   I will however more than likely use the straight holder and the crow quill holders.   I did get some good nibs out of the bunch - the holders were just a bonus.  :-)

Bless my soul, so it is.  I have one in front of me, but a wholly inferior example.  It is clearly past my bedtime.   ::)
