What is the difference between a water brush and a brush pen?

A brush pen is typically a marker-type of pen with a flexible, brush-shaped writing tip.  It comes pre-inked.  Tombow is a popular choice:  https://www.tombowusa.com/dual-brush-pen.html

A waterbrush is a tool that has a brush tip, typically nylon, and you add your choice of filling to the body of the pen so that it comes out the brush tip with a gentle squeeze.  Many people fill it with water to use with water color paints or pencils.  You can also use it with liquid water colors or ink if you'd like.  example: https://www.paperinkarts.com/aqulrg.html

So the basic difference is that water brushes allow one to choose his own ink etc. and require a squeeze?

In essence, yes, but the "brushes" tend to be different, too.  Waterbrushes will actually have a real brush tips with individual filaments, while *most* brush pens have tips that are one piece, a bit like a marker, but flexible and brush shaped.  Zig Clean Color Brush Pens actually do have real brush tips.  Perhaps some others do as well.
