This look rather "Copperplate version of a French Round Hand"  scripts  to me. It is exceptionally  beautiful. I like to here from others as well.

Looks like straightforward Engraver's/Engrosser's (American Roundhand) to me.
Nothing to do with French Roundhand.

 You are both right. This is the Engrossers Scripts which is the more decorative version of the  original Copperplate or English round hand.
 
Well it is quite interesting  invitation from Emanuel Macron to someone to a participation ceremony or a party. ( They don't call those things as Parties but ceremony when they are done by the politicians  )   
But there no signature here .
I have referred the writing to a Zanarian Manuel PDF I have. True  I was also bit confused  it French round hand as those scrips are really 'round ".
This hand is really a hardcore  calligraphy as it needs real lot and lots of training and practice. Copperplate and the Engrosser's scrips is the most hi-end calligraphy for me. The most beautiful and the must  do " lettering " in the discipline of Calligraphy.

as I read more Engrosser, it is not consider cursive writing, since the pen lifted in between letters, so Is the roundhand considered cursive writing?
