Glad to know they finally changed their minds... I used this news for my 365 challenge a few weeks ago and as I was first quite surprised that they still used vellum, I quickly became sad to learn the end of such an old tradition.
As a trained archivist I just have to add that vellum is a lot cheaper to preserve.  Paper (even the best archival paper) needs proper humidity and heat settings. So they would have had to move all the archives to a "safer" place and that would have cost quite a lot in the first years.
